Responsibility
The Department of Planning Building and Development is made of up 5 divisions.
Building Inspections ensures that construction in Roanoke complies with the Virginia Uniform Statewide Building Code. The division reviews and approves all building plans and performs inspections on all construction in the City.
Neighborhood and Community Planning develops and monitors the City's comprehensive, neighborhood and area plans; staffs the Architectural Review Board, Board of Zoning Appeals, and Planning Commission; administers the zoning, subdivision, stormwater and related land development regulations; and operates the Building and Permitting office. The division also works with neighborhood organizations, serves as staff to the Roanoke Neighborhood Advocates, manages the City's brownfield and housing programs and administers the Leadership College and Welcome Roanoke programs.
Administrative and Citizen Services oversees all clerical functions for the department, its boards and commissions, and coordinates customer service and problem-solving through the Citizen Service Center.
Code Enforcement enforces graffiti, inoperable motor vehicles, outdoor storage, building maintenance, rental inspections and weeds and trash and ordinances that promote a clean, safe and attractive City.
HUD Community Resources administers and monitors about $2.5 million in new funds annually from the US Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Shelter Grant (ESG) programs.
