Tasks
The Building Safety Division performs technical inspections for permits after they have been issued. No work is allowed to be performed until the permit has been issued unless approved by the Building Commissioner in writing and in advance.

The permit holder is required to obtain all applicable inspections for the permit obtained. The applicant is required to call the Inspections Division through our Inspection Request Line at 540-853-1142 when the construction reaches a stage of completion which requires an inspection. Our inspectors will always leave a written record of their inspection at the job site. Please don’t assume that the inspector has been there or that the inspection has been approved.

Inspections
Every permit must have at least 1 inspection. A permit will expire if the work authorized by the permit is not started within 6 months after it is issued and a permit will also expire if there is no activity recorded by the Inspections Division in any 6 month period. No work should be done under an expired permit and inspections cannot be scheduled or performed for an expired permit.

If your permit has expired, you must submit a written request for an extension to the Inspections Division. It is your responsibility to prove to the Building Commissioner that the work has not been suspended or abandoned. Expired permits may affect your ability to obtain future permits.

Daily Schedule


Inspectors are in the field usually until 4 p.m. each day. If you need to reach them, please contact them in the office between 4 p.m. and 5 p.m. each day. The inspectors receive their inspection lists for the next day during this time and will contact you concerning your inspections for the next day after he has had an opportunity to review his schedule for the day if needed. Please note that the inspector is not able to schedule a specific time for an inspection.

Inspectors are not allowed to inspect an occupied residence without a responsible party (usually the permit holder) present with them during the inspection. Requests for inspections must be placed on the division’s inspection request line at 540-853-1142 or on the Online Permit Center. Please do not call the inspectors directly to schedule an inspection. When requesting an inspection, you will need to provide the following information:
  • Address of the job
  • Contact or callback number of person making the request
  • Name of person making the request
  • Permit number
  • Type inspection requested (footing, rough-in, final, etc,)
  • Type of permit
  • Inspections must be requested not later than 4 p.m. to be placed on the inspector’s schedule for the next working day. Any request received after 4 p.m. will be placed on the schedule for the second working day.

Priority


Footings, foundations and water and sewer line inspections will be given a priority when requested to assist you in pours and covering open excavations. Same day inspections will be considered on an emergency basis only. For a same day inspections request to be considered, you must first request the inspection through one of the methods described above. Be sure to indicate on your request that this is an emergency situation and you need an inspection as soon as possible. Same day inspections cannot be guaranteed and will only be performed if inspectors are available.

You must leave a call back number for same day requests.

Special Weather Conditions


Special weather conditions may affect the inspector’s ability to perform inspections. Should you have a question concerning inspections for a particular day, please contact the Inspections Scheduler at 540-853-1142. If inspections are cancelled for any particular day, the inspector will contact you if you have provided a call back number when the inspection was requested.

Inspector Assignments


Inspectors carry mobile devices and may be reached by email at all times. This is the preferred method of contact since they are able to complete any inspection in progress and reply when time permits.
